Others will be impractical, low-value, or technically infeasible. The CoE provides a structured way to evaluate proposed AI use cases against consistent criteria: business impact, technical feasibility, data availability, compliance requirements, and implementation effort.
Without this function, organisations either pursue too many initiatives simultaneously - spreading resources thin and delivering nothing properly - or they let the loudest voice in the room determine priorities, which rarely correlates with the highest business value.
2. Vendor and Tool Assessment
The AI market is noisy. Hundreds of vendors promise transformative results, and the technology landscape changes monthly. The CoE maintains an informed view of the market, evaluates tools and vendors against the organisation's specific needs, and prevents the proliferation of disconnected AI tools across departments.

Enterprise CoE vs Mid-Market CoE
The enterprise model of an AI Centre of Excellence typically involves a dedicated team of fifteen to thirty people, including data scientists, ML engineers, AI architects, change managers, and programme directors. It may have its own budget of several million pounds and operate as a semi-autonomous unit within the organisation.
A mid-market CoE looks very different, and it should. Trying to replicate the enterprise model with fewer resources is a recipe for an under-powered team that cannot deliver on its promises.
Size: Three to five people, typically combining their CoE responsibilities with other roles rather than being dedicated full-time. A CoE that absorbs twenty to thirty percent of these individuals' time is realistic and sustainable.
Skills: The mid-market CoE does not need deep technical AI expertise in-house. It needs business acumen, project management capability, basic technical literacy, and strong communication skills. Deep technical expertise is better sourced from an external partner who specialises in AI deployment.
Scope: Rather than trying to manage every aspect of AI across the entire organisation, the mid-market CoE focuses on the highest-impact use cases and the most critical governance requirements. It is selective and pragmatic rather than comprehensive.
Approach: The enterprise CoE often builds custom AI solutions from scratch. The mid-market CoE is more likely to evaluate and deploy existing AI platforms and tools, configuring them for the organisation's specific needs. The focus is on smart selection and effective implementation rather than original development.
Recommended Team Structure
For a mid-market business, we recommend a CoE of three to five people drawn from across the organisation. Each brings a different perspective and set of skills.
Executive sponsor (one person). A senior leader - ideally at C-suite or director level - who champions the CoE, secures budget and resources, removes organisational obstacles, and ensures AI initiatives remain aligned with business strategy. The executive sponsor does not need to understand the technology in depth but must understand the business value and be willing to advocate visibly for AI adoption.
CoE lead (one person). The operational leader of the CoE who coordinates activities, manages the use case pipeline, maintains the governance framework, and reports on performance. This person needs strong project management skills, good business judgement, and enough technical literacy to have informed conversations with technology partners. They might come from an operations, technology, or strategy background.
Technical liaison (one person). Someone from the IT or technology team who understands the organisation's infrastructure, data landscape, and security requirements. They assess the technical feasibility of proposed use cases, manage the relationship with technology partners, and ensure AI deployments meet security and compliance standards. In a firm with an existing IT manager or head of technology, this role is a natural extension of their current responsibilities.
Business champions (one to two people). Representatives from the key business areas where AI will be deployed - typically fee-earners, client-facing staff, or operations leads. They bring deep understanding of the processes AI will affect, advocate for adoption within their teams, provide feedback on what is working and what is not, and help identify new use cases from the front line.
How to Get Started
Establishing a CoE does not require a lengthy planning process or a large upfront investment. Here is a practical path to getting started within four to six weeks.
Step 1: Secure an Executive Sponsor
This is the non-negotiable first step. Without an executive sponsor who is genuinely committed - not just passively supportive - the CoE will lack the authority and resources to be effective. Identify a senior leader who understands the opportunity, is prepared to allocate time and budget, and will visibly champion the initiative.
Step 2: Define the Scope
Be explicit about what the CoE will and will not do in its first phase. A reasonable initial scope might be: evaluate and prioritise the top five AI use cases, establish a basic AI governance policy, oversee one pilot deployment, and report on results. Resist the pressure to take on everything at once.
Step 3: Assemble the Team
Identify the three to five people described above and formally establish the CoE with a brief terms of reference document. Define how often the group meets (fortnightly is usually right initially), how decisions are made, and how the CoE reports to the wider leadership team.
Step 4: Pick Quick Wins
The CoE's credibility depends on demonstrating value early. Identify one or two AI use cases that are high-impact, relatively straightforward to implement, and visible to the organisation. Common quick wins include AI document processing for a high-volume document type, AI-assisted research and information retrieval, or automated drafting of routine correspondence. Success with these early projects builds the organisational confidence and momentum needed for more ambitious initiatives.
Step 5: Establish the Governance Framework
Do not wait until governance becomes an urgent problem. Establish the basic framework early, even if it is relatively simple in its first iteration.
The Governance Framework
Governance is one of the CoE's most important responsibilities. A proportionate governance framework for a mid-market business should cover four areas.
AI Usage Policy
A clear, concise policy that every employee can understand. It should cover: what AI tools are approved for use, what types of data can and cannot be processed with AI, what human oversight is required for different types of AI output, how AI-generated content should be reviewed before use, and what to do if AI produces an incorrect or concerning output. Keep the policy practical and specific. Vague statements like "use AI responsibly" are unhelpful. Specific guidance like "all AI-generated client communications must be reviewed by a qualified professional before sending" is actionable.
Approved Tools List
Maintain a list of AI tools that have been assessed and approved for use within the organisation. For each tool, document what it is approved for, what data it can process, and any restrictions on its use. This prevents the shadow AI problem - staff using unapproved public AI tools with sensitive data because no approved alternative is available. The solution to shadow AI is not stricter prohibitions; it is providing approved tools that meet people's needs securely.
Data Classification for AI
Not all data carries the same sensitivity or regulatory requirements. Establish a simple classification that defines which categories of data can be used with which AI tools. Common Pitfalls and How to Avoid Them
Making It Too Bureaucratic
The most common failure mode for a mid-market AI CoE is becoming a bureaucratic gatekeeper that slows innovation rather than enabling it. This typically happens when the governance framework is overly complex, the approval process is too slow, or the CoE is more focused on saying no than finding ways to say yes safely.
How to avoid it: Set a target for how quickly the CoE responds to new use case proposals - two weeks is reasonable. Keep governance proportionate to the risk involved. A low-risk use case with non-sensitive data should not require the same level of review as one processing client financial records. Measure the CoE's effectiveness partly on how quickly it enables safe adoption, not just on how effectively it prevents misuse.
Not Linking to Business Outcomes
A CoE that talks about AI in purely technical terms - models, algorithms, data pipelines - will lose the attention and support of business leadership. Everything the CoE does should be framed in terms of business outcomes: time saved, revenue generated, risk reduced, client satisfaction improved.
How to avoid it: Report to the leadership team in business language. Lead with the metrics that matter to the business: hours saved per month, cost reduction in specific processes, improvement in client turnaround times. Let the technology be the enabler, not the headline.
Under-Resourcing
Establishing a CoE in name only - without allocating real time and budget - is worse than not having one at all. It creates the expectation of coordination and governance without the capacity to deliver. Team members who are nominally part of the CoE but never have time for CoE work will quickly disengage.
How to avoid it: Be realistic about the time commitment upfront. If the CoE lead needs to spend twenty percent of their time on CoE work, their other responsibilities need to be adjusted accordingly. Secure a modest but real budget for tools, training, and external expertise. The investment does not need to be large, but it does need to be genuine.
Trying to Do Everything at Once
Enthusiasm is welcome but must be channelled. A CoE that tries to evaluate every possible use case, deploy five AI tools simultaneously, and create a comprehensive governance framework all in the first quarter will achieve nothing well.
How to avoid it: Limit the first phase to one or two use cases, a basic governance framework, and a single AI platform. Demonstrate success, learn from the experience, and then expand deliberately. Each phase should build on proven success rather than speculative ambition.
How the CoE Evolves Over Time
A well-run AI CoE goes through a natural evolution as the organisation's AI maturity develops.
Phase 1 - Gatekeeper (months 1 to 6). In the early stages, the CoE functions primarily as a gatekeeper and coordinator. It establishes governance, evaluates initial use cases, manages the first pilot deployments, and begins building organisational capability. This phase is necessarily more controlling because the organisation is still learning and the governance framework is new.
Phase 2 - Enabler (months 6 to 12). As governance matures and the organisation gains confidence, the CoE shifts from gatekeeper to enabler. Approved tools and clear policies mean that more teams can adopt AI within defined boundaries without needing CoE approval for every use. The CoE focuses on supporting new use cases, refining governance, and scaling what works.
Phase 3 - Strategic advisor (year 2 onwards). In a mature state, the CoE becomes a strategic function that advises leadership on AI opportunities, monitors the technology landscape, manages vendor relationships, and ensures governance keeps pace with evolving regulations and capabilities. Most operational AI use is self-service within the governance framework, and the CoE intervenes only for novel or high-risk use cases.
This evolution is not automatic. It requires deliberate effort, ongoing investment, and a willingness to adapt the CoE's role as the organisation's needs change.
Getting Started
